Administration partially suspends implementation of Graham Act sanctions against Russia and Iran

In his executive order, Trump stated that he considers this suspension to be in the national interest of the United States and has submitted the certification related to this decision to Congress. The aforementioned law, known by the name of Lindsey Graham, was signed by the U.S. President on September 18, 2026.

This law, in addition to sanctioning individuals and entities linked to Russia, provides for the imposition of heavy tariffs on imports from countries that continue to purchase Russian oil and gas or assist in circumventing Moscow's sanctions. Under this law, tariffs can increase by up to 100 percent.

According to the new executive order, the implementation of a 500 percent tariff on Russian goods and a 100 percent tariff on imports from the five largest buyers of Russian oil and gas, as well as the five main countries aiding in the circumvention of sanctions, has been suspended. However, the White House has emphasized that this decision does not cancel previous sanctions against Russia that were imposed under other executive orders.

This suspension will continue until the U.S. President or relevant officials deem its continuation appropriate. This decision comes as a recent agreement between Washington and Moscow on the supply of Russian diesel has faced opposition from a number of Republican and Democratic senators who called for the full implementation of the sanctions law.

The White House announced on Friday, October 16, that U.S. President Donald Trump has suspended the implementation of certain sanctions and tariffs envisioned under the law known as the "Russia and Iran Sanctions Act" through an executive order. This decision was made two days before the scheduled implementation of the new regulations.
