US special envoy calls Ukraine-Russia talks "constructive"

During these talks, Witkoff met with Kirill Dmitriev, Vladimir Putin's special representative, Russian President, Rustem Umerov, Ukraine's senior representative, and other officials from Ukraine and Europe.


Witkoff described Sunday's negotiations as "constructive and positive" in a social media message and said these talks had focused on "a common strategic approach among Ukraine, the United States, and Europe."


He also announced in a separate post that his talks with Dmitriev had been "constructive and positive" and that Russia is fully committed to achieving peace in Ukraine.


The Miami meetings represent the latest round in a series of talks among the United States, Russia, and Ukraine regarding a 20-point plan drafted by the United States to end the war.


Witkoff said the U.S.-Ukraine meeting focused on four main axes: further development of the 20-point plan, a framework for multilateral security guarantees, a U.S. security guarantee framework for Ukraine, and advancing economic and welfare programs for Ukraine's reconstruction.


American, Ukrainian, and European officials announced progress this week on security guarantees for Kyiv as part of the end-of-war negotiations; however, it is still unclear whether these conditions will be acceptable to Moscow.


Witkoff said: "Peace should not merely mean the cessation of hostilities, but rather provide a dignified foundation for a stable future."

Steve Witkoff, the United States Special Representative, announced on Sunday, December 21, that the talks held over the past three days among American, European, and Ukrainian officials in Florida, aimed at ending Russia's war in Ukraine, had been "constructive."
