Richard Bennett demands accountability for deadly Pakistani attacks in Kunar and Helmand

Mr. Bennett stated in a message on the social network X on Thursday that no justification can excuse the irreparable harm to civilians. He added that an attack in which civilians, especially children, are killed constitutes a violation of human rights and international humanitarian law.


In this message, he questioned whether the incident stemmed from incompetence, negligence, or something more serious, stressing that in any case, accountability for this attack is of fundamental importance. Bennett also underscored the necessity of adhering to international humanitarian law during conflicts.


This reaction came after the Office of the United Nations Assistance Mission in Afghanistan (UNAMA) announced that airstrikes in the early hours of Thursday in Kunar and Helmand had killed at least 10 civilians and wounded 9 others. According to UNAMA, most of the victims of these attacks were children.


Prior to this, Zabihullah Mujahid, spokesman for the Taliban, had stated that in the bombing of residential areas in Shaltan district of Kunar and Garmser district of Helmand, 9 civilians, including women and children, were killed and 11 others wounded. He had described these attacks as "aggression and a crime."


On the other side, Pakistan's Ministry of Information announced that these strikes were carried out as part of Operation "Wrath of God" and that Pakistani fighter jets, based on intelligence information, had targeted positions of the Tehrik-i-Taliban Pakistan and Baloch separatists. The ministry claimed that "22 terrorists" were killed in this operation.


Richard Bennett has previously expressed concern on multiple occasions about civilian casualties in border clashes between the Taliban and Pakistan, emphasizing adherence to the principles and rules of international humanitarian law.


Richard Bennett, the United Nations Special Rapporteur on the situation of human rights in Afghanistan, has emphasized the need for accountability following the UNAMA report on the killing of at least 10 civilians in Pakistan's airstrikes on Kunar and Helmand.
