Taliban official: Doha agreement does not mention women's rights

Delawar said in an interview with TOLOnews television in Kabul that the text of the Doha agreement—from beginning to end—does not mention the word “woman.” Pointing to cultural sensitivities on this issue, he stated that the Taliban themselves discuss women with great difficulty in their own meetings, which is why raising the topic with U.S. representatives was deemed challenging.


This Taliban official, in another part of his remarks, defended the decision by Hibatullah Akhundzada, the group’s leader, to continue the ban on girls’ education beyond the sixth grade. Without providing specific explanations for the reasons behind this restriction, he said that, based on the Taliban leader’s decree, the ban would remain in place until further notice.


Delawar’s recent remarks come as, during the Doha negotiations, he had previously stated that Afghan women have the right to pursue education up to the doctoral level and to work, and that the Taliban would commit to these rights. About three years ago, he also expressed hope in several speeches that restrictions on girls’ education would be lifted. Reports indicate that afterward, he was removed from the Ministry of Mines and Petroleum and appointed head of the Afghan Red Crescent Society.


Meanwhile, Taliban critics say the group presents a distorted picture of Afghanistan’s history and culture by attributing its restrictions to Afghan and Pashtun traditions. According to them, before the Taliban’s emergence, girls attended schools and universities, and women held positions in government offices, rising to senior roles.



Shahabuddin Delawar, head of the Afghan Red Crescent Society under Taliban administration and a senior member of the group’s negotiating team in peace talks with the United States in Doha, says that the Doha agreement makes no mention of women. He also attributes the Taliban’s hardline stance on women to prevailing interpretations among Afghans and Pashtuns.
