This letter is published by this group's intelligence agency and circulating in the media, it is stated that Panjshir residents cannot change their residence without Talban's permission.

In the past two years, the Taliban allegedly perpetrated the most heinous crimes against the people of Panjshir, Andrab Ha, and non-Pashtun tribes.

In a recent report, Amnesty International deemed the conduct of the Taliban group towards the people of Panjshir to be criminal and condemned the group's violation of laws and human rights in Panjshir.
